Through the third and final climate mitigation training (M3), the Climate Resilient and Inclusive Cities (CRIC) Project supported Bandar Lampung City in developing a Climate Action Plan (CAP) document.

From 18 to 20 October 2023, the training focused on calculating the city’s baseline emissions and establishing a climate mitigation action plan.  

Professor Rizaldi Boer, the director of the Centre for Climate Risk and Opportunity Management in Southeast Asia and Pacific at Bogor Agricultural University (CCROM-SEAP IPB), stated in his presentation that Bandar Lampung has previously developed several climate-related research and capacity-building initiatives. The problem, however, is determining how to integrate and implement the results or recommendations that align with the city’s climate mitigation goals. 

Bandar Lampung city is now developing the Long-Term Regional Development Plan (Rencana Pembangunan Jangka Panjang Daerah/RPJPD) according to Fitri Yanti, a staff member of the city Development Planning Agency (Bappeda). It is hoped that the output of the training will soon surface so that it may be incorporated in the planning document as one of the indicators and targets of the city’s climate goals. 

At the M3 training, the CRIC climate working group (Pokja) calculated the city’s baseline GHG emissions for the Energy, Agriculture, Forestry, and other Land Use (AFOLU), Waste, and Industrial Process and Product Use (IPPU) sectors. The group also discussed a list of indicators to assess the effectiveness of climate mitigation actions. 

The climate working group (Pokja) eventually agreed on fifteen indicators to assess the feasibility of the city’s mitigation actions, with the following being the highest priority: 1) Ability to reduce GHG emissions; 2) Recognition nomenclature; 3) City leader support; 4) Implementation constraints, especially funding. These four highest indicators will play a significant role in determining which climate mitigation action will be prioritized in the city. 

CRIC working group members and field officer Dwi Ichsan Kurnaiwan will move forward to finalise the tagging process for each sector and identify and score climate mitigation actions for all sectors. The results will be gathered by early November 2023, ahead of the city’s technical assistance for the M3 training on November 15-16, 2023. 

This will be the final mitigation training and technical assistance event in Bandar Lampung City, as the city is also preparing a Climate Action Plan report document that covers both adaptation and mitigation.
