Bandar Lampung, one of CRIC Project’s 10 pilot cities is currently supported through various capacity building programmes and development of the Climate Action Plan (CAP).

On Tuesday, 25th July 2023, the Bandar Lampung city Climate Working Group (CWG) convened for a Focus Group Discussion (FGD) to support the progress of mitigation data collection of Bandar Lampung city. 

The adaptation training and technical assistance were conducted throughout 2021-2022, continued with the first mitigation training in back in June 2022. Bandar Lampung will resume the second mitigation training on GHG emission baseline development in August 2023, after a year’s delay. However, the data completeness discussion is required to identify the gap procedure resulted from that delay. As a result, the FGD was held to describe the activity data scarcity in each sector.  

The FGD was attended by 29 participants across governmental agencies, academia, civil society organisations as well as state-owned enterprises acting as stakeholders.  As far as data is concerned, Bandar Lampung City’s State Electricity Company and State-owned oil and natural gas company PT. PLN and PT. Pertamina respectively are actors that mainly provide data for mitigation, especially in the energy sector. Those representatives have also been included in the SK Pokja (City’s Climate Working Team Document) of Bandar Lampung city to easily sustain further coordination. 

Furthermore, in order to increase transparency, the city has been regularly submitting activity data to the national SIGN SMART application under the Ministry of Environment and Forestry in order to capture the GHG emission profile. The data will be analysed in order to calculate the city’s GHG emission baseline, which will be done in August 2023.  

“GHG inventory demonstrates the city’s commitment in tackling climate change by reducing the GHG emission”, said Rein Susinda Hesty, Head of Economy and Natural Resources Division of Bappeda (Regional Development Planning Agency) of Bandar Lampung city. 

It is frequently advocated that mitigating the impacts of climate change requires reconsidering business as usual. In the case of Indonesia, the national government has updated its pledge to reduce greenhouse gas (GHG) emissions by 31.89% (unconditional) and 43.2% (conditional) as outlined in the Nationally Determined Contributions (NDC). Detriment targets will not be met unless many parties at the national and sub-national levels, including non-governmental stakeholders, participate. 

While leveraging the power and capacity of the Banda Lampung city government, it is important to emphasise the role of sub-national governments in promoting low-carbon cities, improving the economic and social welfare of the community, ensuring inclusive development, and maintaining environmental quality, which includes dealing with climate change.
